The University's West Bank area was an exciting urban laboratory in the late 1960s and 1970s. Not only was the new campus expanding outwardly from the Mississippi Riverfront almost to Cedar Avenue, but the city's redevelopment officials envisioned a vast New Town in Town that would have added thousands of new housing units in dozens of high-rise towers and mid-rise blocks. At the same time, the retail street fronts centered on Cedar and Riverside morphed into a kind of Sergeant Pepper setting, a gentle version of counter-culture.

This futuristic cityscape was quite impressive in model form, but would probably not have been so great as experienced. Fortunately, this immense development was pared down to a single, 1,299-unit complex, first known as Cedar Square West, now Riverside Plaza.
